Where the requirement comes from
The rule comes from the Trade Agreements Act. Federal contracts carry it as FAR clause 52.225-5, Trade Agreements. Under the clause, the contractor delivers US-made or designated country end products, except where its offer specified other end products in the Trade Agreements Certificate.
What counts as compliant
A US-made end product is mined, produced or manufactured in the United States, or substantially transformed there into a new and different article of commerce. A designated country end product is an article made in, or substantially transformed in, a designated country.
The designated countries fall into four groups: World Trade Organization Government Procurement Agreement countries, Free Trade Agreement countries, least developed countries and Caribbean Basin countries. The clause names the countries in each group.

Each quoted line carries the part number's country of origin and its TAA status. A line that does not meet the requirement is marked, so a compliant alternative can be quoted beside it. A mixed list of switches and optics is quoted line by line, each line with its own country of origin and TAA status.
