NDAA-compliant drone components: the rule, the makers and the paperwork
A drone builder who needs NDAA-compliant components asks a supplier three things. Which makers are out, how the origin of each lot is shown, and whether the whole bill of materials can be handled the same way. This page answers the three. The parts themselves are on the line card by subsystem.
The rule
No maker on the line card, the systems page or the catalog is headquartered in or owned from the People's Republic of China, Hong Kong and Macau included, or from Russia, Iran or North Korea. The check is made on the maker's ultimate parent, not on the brand's registered address. The check is made by maker and recorded for every part on the card.
Makers excluded by name
T-Motor, Hobbywing, KST, Nexperia and Memsic are examples of makers excluded under this rule. A brand whose registered address is outside those places and whose ultimate parent is inside them fails the check in the same way.
Country of origin on every lot
The country of origin of every lot is read from the distributor's record and stated on the commercial invoice. Every lot ships with the provenance pack: a distributor invoice copy with prices redacted, a manufacturer or distributor certificate of conformance, date code close-up photographs, label scans, serialized tamper-evident labels, and moisture barrier bags shipped sealed as received or resealed with fresh desiccant and a humidity indicator card.
By subsystem
Flight computer, navigation, datalink and RF, power, and interconnect. Each subsystem has its own page on the line card, and each part on it has a page with the maker, the package, the maker's headquarters country and a link to the manufacturer's product page. Complete subsystems, from engines and EFI to radios and companion computers, are quoted to order on the systems page.
How a list is quoted
Send the bill of materials on the request page, pasted or as a file, with the part number, the quantity, the target date and the deliver-to address on each line. Every line is classified on its orderable part number before the quote. A cost-plus quote, or the questions we need answered first, comes back within two working days. Who the subsystems go to is stated on the applications page.

Do you check the brand or the parent?
The ultimate parent. A brand's registered address does not decide the check.
How do I know where a lot was made?
The country of origin is read from the distributor's record and stated on the commercial invoice. The provenance pack carries the certificate of conformance and the date code photographs for that lot.
Can you handle a whole bill of materials under this rule?
Yes. Lines on the line card, lines in the catalog and lines on neither are quoted the same way, line by line, after classification. A part on neither list is added by part number on the request page.
Do you sell complete subsystems as well as parts?
Engines and EFI, generators, electric motors and ESCs, servos, radios and companion computers are quoted to order through the maker's dealer channel on the systems page.
Is NDAA-compliant sourcing a certificate?
It is a sourcing rule that Gatewell USA applies and records. The buyer receives the record: the maker's headquarters and ultimate parent as checked, the country of origin on the commercial invoice, and the provenance pack for the lot.
