Where a license is required
The accelerators, systems and racks in this section are advanced computing items under US export rules. A US export license is required for deliveries to China, Macau and Hong Kong, to Russia, Belarus, Iran, Syria, Cuba and North Korea, and to a set of further destinations that includes Vietnam, Saudi Arabia, the United Arab Emirates, Qatar, Kuwait, Oman, Bahrain, Egypt, Jordan, Pakistan, Kazakhstan and the other Central Asian states. A license is also required, wherever the units are delivered, when the buyer or its ultimate parent is headquartered in China, Macau or another destination in the same group.
Deliveries to the United States, Canada, the European Union, the United Kingdom, Japan, South Korea, Taiwan, Singapore, Australia, India, Israel, Malaysia, Thailand, Indonesia and the Philippines need no license for these items today.
What the checkout does
The checkout tells you before you submit. A destination that needs a license shows the notice, and the order proceeds: we prepare the application after payment, nothing ships before the license issues, and a denied license means a full refund. Destinations the export desk handles by hand show a contact notice instead of a cart. The checkout also asks for the headquarters country of your company and of its ultimate parent, because that answer sets the license position on its own.
What every buyer signs
A signed end-use and end-user statement, on the form we provide after order, is required before shipment. Payment is never contingent on this form; shipment is. The form follows the published US government due diligence guidance for advanced computing items: your company's legal name and role, what the items are for, the delivery and installation address, and the headquarters of your company and its ultimate parent.
